MSDS is a tool used by chemical production and supply companies to provide basic hazard information to users (including transportation, operation and disposal, storage and emergency actions, etc.). It provides various information on safety, health and environmental protection for chemical substances and their products, and can provide information on basic knowledge, protective measures and emergency actions about chemicals.
Background of MSDS generation:
The production and development of chemicals, this special commodity, have indeed greatly improved the lives of modern people, but their inherent dangerous characteristics have also brought great threats to human survival and have attracted the attention of countries around the world. In order to prevent and control the harm of chemicals, since the 1970s, various industrial countries and international organizations have formulated relevant regulations, standards and conventions, aiming to strengthen the management of chemicals and reduce and prevent the harm of chemicals. In June 1990, the International Labor Organization discussed and adopted Convention No. 120 and Recommendation No. 177 on the Safe Use of Chemicals in the Workplace, which provide basic regulations on the prevention and protection of hazards that may occur during operations and processes such as production, handling, storage, use, waste treatment and discharge. Our country discussed and approved Convention No. 120 at the 12th Session of the Eighth National People’s Congress on October 27, 1994. This demonstrates my government’s formal commitment to the World Labor Organization to bring my country’s chemical management into line with the international management system. The Ministry of Labor and the Ministry of Chemical Industry promulgated the “Regulations on the Safe Use of Chemicals in the Workplace”, which stipulates that all enterprises that produce and operate chemicals must register hazardous chemicals, add safety labels and publish safety technical instructions. From then on, MSDS sheets were born.
In European countries, the Material Safety Technology/Data Sheet MSDS is also known as the Safety Data Sheet SDS (Safety Data Sheet). The International Organization for Standardization (ISO) uses SDS terminology, while Canada, Australia and many countries in Asia use MSDS terminology.
