In September 2023, the Hong Kong Electrical and Mechanical Services Department issued the “Code of Practice for Product Energy Labelling” phase 4 of the mandatory Energy Efficiency Labelling Scheme. The products covered by the scheme include: air conditioners, refrigerators, compact fluorescent lights CFL, washing machines, dehumidifiers, TVs, water storage water heaters, induction cookers, LED lights, gas cooking stoves, and instant gas water heaters.

Three new types of products, including LED lights, gas cooking stoves and instant gas water heaters, will be added in the fourth phase of the mandatory energy efficiency labelling schemeImplementation begins on September 1, 2023, there is a 15-month transition period, andWill be fully implemented on December 1, 2024。Energy labels are divided into five levels according to the energy efficiency performance of products, and products that receive the first level energy label have the highest energy efficiency. Energy labels are simple and easy to read, helping consumers choose products with higher energy efficiency.

  The detailed technical requirements of this code for LED bulbs are as follows

  1. Product range

Unless otherwise specified by the Director, paragraph 15 of the Code applies to LED lights as defined in the Ordinance (i.e. products specified in paragraph 15.1.2).

LED lights refer to lights that comply with the following instructions:

a) Use light emitting diode technology (but not organic light emitting diode technology) to emit light; and

b) The lamp: (i) is capable of providing general lighting;(ii) uses mains power as the sole power source; and (iii) has a rated wattage value of not more than 60W;(iv) has a single lamp head.

  2. Definition

General lighting: refers to light lighting that meets the following instructions

(i) The color coordinates are in the following ranges:

(ii) The luminous flux is not less than 60lm.

Electricity supply: refers to electricity supplied in Hong Kong with a voltage of AC380/220V and a frequency of 50Hz.

  3. Test requirements

Test standard: IEC 62612:2013

  4. Number of test samples and series division

Note: 1) When performing the above test, the same sample must be used. Lights used for switching cycle tests must not be used for other tests.

2)Dimmable or tone-adjustable LED lights must be adjusted to maximum power during all tests. Lamp manufacturer or importer provides specific guidance on this setting and/or the method of turning the lamp to the white light that consumes the most power and control settings (if applicable)

3) If multiple LED lights have the same characteristics but different color temperatures, they must be tested separately because of their different energy efficiency performances. If multiple LED lights have the same energy efficiency and functional characteristics (including color temperature) but have different lamp heads, they can be regarded as the same model series and the same test report can be used.

  5. Energy efficiency rating

Luminous efficiency = luminous flux/wattage

Note: X= measured luminous efficiency (Em) or rated luminous efficiency (Er), whichever is lower is determined
