National Environment Agency of Singapore (National Environment Agency, NEA) released “Energy Conservation” on November 3, 2023 (Regulated Products and Registered Suppliers) (Amendment) Regulation 2023 (Energy Conservation (Regulated Goods and Registered Suppliers)(Amendment) Regulations 2023) [No. S711] and the Energy Conservation (Prescribed Regulated Goods) (Amendment) Order 2023 [No. S710].

  This revision is mainly aimed at the following parts:

  The following product categories will be newly included from April 1, 2024:

Any single-phase portable integrated single duct air conditioner (Portable Air Conditioner (PAC)) with a cooling capacity of 12 kilowatts or less;

T5 LFL lamp tube (linear double-ended fluorescent lamp without integrated ballast) with a diameter of 16 mm (currently 26 mm) ;

LED tubes: The scope of control has been expanded from the original strip LED tubes that meet specific design requirements to cover all types of strip LED tubes (no longer limited to the type that can directly replace the T8 LFL without any internal modifications).

These new products must meet the requirements for regulated products in the Energy Conservation Act of 2012, including registration, labeling and minimum energy performance standards.

For refrigerators, the change will take effect from January 1, 2024, but for refrigerators imported or manufactured before January 1, 2024, a transition period to December 31, 2024 is allowed.

For LED lights and PAC air conditioners, this requirement applies from April 1, 2024, but there is a transition period until March 31, 2025 to absorb existing inventory imported or manufactured before April 1, 2024.

According to the amendments made by the National Environment Agency of Singapore under the Energy Conservation Act (ECA) on March 10, 2023 to the Energy Conservation (Controlled Goods and Registered Suppliers) Ordinance and the Energy Conservation (Controlled Goods) Ordinance.

Starting from April 1, 2024, all regulated lighting product tick ratings will be consolidated into a single rating, as follows:
