ECHA’s Socio-Economic Analysis Committee (SEAC) and Risk Assessment Committee (RAC) supported proposals to limit PAH in clay targets for shooting and adopted four opinions on the authorization application.

Helsinki, December 8, 2022-At its last meeting of the year, the SEAC adopted its opinion on a proposal submitted by the ECHA in October 2021 to restrict the placement and use of substances containing polycyclic aromatic hydrocarbons in clay targets used for shooting. When the sum of the concentrations of 18 indicators, polycyclic aromatic hydrocarbons (PAH) exceeds 0.005%, the market for clay targets used for shooting. The RAC accepted opinions on the same limit proposal in September 2022.
Other outcomes of the meeting were as follows:
The RAC and SEAC adopted four opinions on chromium trioxide license applications and two opinions on trichloroethylene license review reports.
RAC and SEAC concluded that the French proposal to restrict the placing on the market, reuse and secondary use of wood treated with creosote or related substances and the German proposal to restrict the placing on the market of mixtures and articles BPA and other bisphenols meet the legal requirements of the REACH restriction proposal. A six-month stakeholder consultation on these two proposals will be launched on December 21, 2022.
The RAC adopted 10 opinions on harmonized classification and labeling.
The RAC adopted two opinions on occupational exposure limits (OELs) for cobalt and inorganic cobalt compounds and polycyclic aromatic hydrocarbons (PAH).
The RAC has adopted instructions on setting a derived no impact level (DNEL) for DOTE, which is included in the REACH Authorization List (REACH Annex XIV). This is intended to help applicants obtain authorization for these substances.
