Several important time points:
1. GB31241 -2022 “Safety Technical Specifications for Lithium Ion Batteries and Batteries for Portable Electronic Products”: will be implemented on January 1, 2024
2. From March 1, 2023 to December 31, 2023, companies can voluntarily choose to implement certification according to the new version of the standard or the old version of the standard.
3. Starting from January 1, 2024, CQC will adopt the new version of the standard to implement certification and issue the new version of the standard certification certificate, and will no longer issue the old version of the standard certification certificate.
4. For products that have been certified according to the old version of the standard, the holder of the old version of the standard certification certificate voluntarily submits an application to our institution to convert the new version of the standard certification certificate to supplement the difference test between the old version of the standard, and ensure that the first follow-up inspection is completed after the standard implementation date. Before the end of the inspection, complete product confirmation and certificate renewal according to the new version of the standard. The conversion of all old version standard certification certificates should be completed by December 31, 2024 at the latest; if it is not completed within the time limit, our center will suspend the old version standard certification certificate; if the conversion of certification certificates has not been completed on March 31, 2025, our center will revoke the old version standard certification certificate.
5. For certified products that have been shipped, put on the market and are no longer produced before December 31, 2023, no certificate conversion is required.
6. Mobile power supplies for portable digital devices will soon undergo CCC certification management. Therefore, after the release of the new CCC catalog of the Certification and Accreditation Commission, CQC will no longer issue corresponding CQC voluntary certification certificates.

2. Unit division:
For mobile power supplies, application units should be divided according to specifications, working principles, safety structure, output/input methods, types of constituent batteries, series/parallel methods of constituent batteries, design layout of protection circuits, etc.
3. Sample delivery requirements:
When the product in the application unit is a single model, the mobile power supply of this model will be sent for testing, and the number of samples sent will be at least 12 units; when the product in the application unit is a series model, the samples should select representative models from the series models as the main inspection model, and other models are covered models. The number of models sent to the main inspection shall be at least 12.

5. Add certification mode 2 initial factory inspection:
Under normal circumstances, an initial factory inspection will be conducted after the type test is passed. Type tests and factory inspections can also be carried out simultaneously as needed. In principle, the factory inspection should be completed within one year after the product type test is completed, otherwise the type test should be re-conducted. At the initial factory inspection, the factory should produce products within the scope of application for certification.
6. Add certification mode 1 review:
Submit an application for review 3 months before the expiration of the certificate.
When conducting the review, the applicant can independently choose one of two modes (Certification Mode 1 or Certification Mode 2): one is to conduct the type test again, and after passing the CQC review, the validity period of the certificate will be extended for one year; the other is to accept the factory inspection, in accordance with the requirements of the initial factory inspection. After passing the CQC review, the certification certificate will be valid for 5 years.
