Description:
The European Radio Equipment and Telecommunications Terminal Equipment (RTTE) Directive (1999/5/EC) was published in the Official Journal of the European Communities on April 7, 1999. Member states must adopt and issue national laws before January 20, 2011 to translate the provisions of the new directive into national laws.

What products are covered by the Radio Equipment Directive (2014/53/EU)?

This directive applies to equipment with radio frequency broadcasting or receiving capabilities.

The directive also applies to this device:

• as an integral part or accessory to a medical device, including a medical device within the meaning of Directive 93/42/EEC;
• Contains active implantable medical devices within the meaning of Directive 90/385/EEC on Active Implantable Medical Devices as an integral part or accessory;
• A component or a separate technical unit constituting a vehicle, within the meaning of Directive 72/245/EEC on radio interference caused by motor vehicles;
• A component or a separate technical unit that constitutes a vehicle, complying with the meaning of Directive 2002/24/EC for type-approval of two-or three-wheeled motor vehicles.

Definition:

– Radio equipment: A product or component thereof capable of communicating by transmitting and/or receiving radio waves using the spectrum allocated to ground/space radio communications.
– Equipment: Any radio equipment, telecommunications terminal equipment, or both.

What products are not covered by the Radio Equipment Directive (2014/53/EU)?

The Directive does not apply to devices specifically used for public security, national defense, national security activities and State activities in the field of criminal law; nor does it apply to:

• Radio equipment used by amateur radio enthusiasts, unless it is commercially available fully assembled radio equipment;
• Equipment covered by Directive 96/98/EC relating to ship equipment;
• wire and cable;
• Radio equipment used only to receive sound and television broadcast services;
• products, equipment or components within the meaning of Council Regulation (EEC) No. 3922/91 relating to the field of civil aviation;

How to comply with the Radio Equipment Directive (2014/53/EU)

Manufacturers must determine whether their equipment falls within the scope of the Radio Equipment Directive. To meet its scope, equipment must comply with the basic requirements of the Low Voltage Directive and the Electromagnetic Compatibility Directive. In addition, equipment must support efficient use of the radio spectrum and resist interference from any other equipment.

If harmonized standards exist for equipment, manufacturers can independently determine equipment qualifications. Otherwise, an authorized notified body must participate.

• Declaration of compliance (content)

The basic layout and content of the declaration of conformity is common to all directives, but each directive may vary slightly.

Most instructions require the following:

1. manufacturer name and address
2. Device description and/or serial number
3. Refer to relevant harmonized standards
4. Refer to specifications declaring compliance if necessary
5. Signer details
6. The CE mark is added to the two ending digits of the year

• technical documentation

Directive 2014/53/EU requires technical documents to include the following:

1. Radio equipment description
2. Declaration of Conformity
3. Restrictions (if any)
4. List of harmonized standards (if applicable)
5. Detailed information about the appointing authority (if involved)
6. Design calculations and inspection results
7. test report

• affixing the CE marking

After taking all necessary steps, the CE mark can be put on the product. This mark should be placed on the equipment, packaging or instructions. The vertical size of the letters must be equal and must not be less than 5 mm. If the product also has other instructions, the CE mark must be affixed only if all instructions are met.
