In the notice issued by the State Development and Reform Commission and the General Administration for Market Regulation on issuing the “Catalog of Products Implementing Energy Efficiency Labeling in the People’s Republic of China (16th Batch)” and related implementation rules, two lighting products were involved:
　　
LED flat lamp for general lighting:
　　
The draft for comments proposes that the “Implementation Rules for Energy Efficiency Labeling of LED Flat Lamps for General Lighting” will be implemented from March 1, 2024, and will be valid for 5 years. Products shipped or imported before March 1, 2024 may be postponed until March 1, 2026 to apply energy efficiency labels in accordance with the implementation rules.
　　
Self-ballasted fluorescent lamps for general lighting:
　　
The draft for comments states that self-ballasted fluorescent lamp products for general lighting will no longer implement energy efficiency labeling management from January 1, 2024. The National Development and Reform Commission, the former General Administration of Quality Supervision, Inspection and Quarantine, and the former National Certification and Administration of Certification and Regulation of 2016 The “Implementation Rules for Energy Efficiency Labeling of Self-ballasted Fluorescent Lamps for General Lighting” in the announcement will be repealed at the same time.
　　
Standard range of LED flat lamp for general lighting:
　　
GB 38450-2019 “Energy Efficiency Limits and Energy Efficiency Ratings for LED Flat Lamps for General Lighting” is applicable to LED Flat Lamps for General Lighting with LEDs as the light source, rated voltage of 220 V, frequency of 50 Hz, and thickness of no more than 85 mm, including LED light sources and their control devices. The thickness of the external control device is not included in the thickness of the lamp.
　　
Not applicable to LED flat lamps with energy-consuming non-lighting add-on functions, LED flat lamps with dimming/color adjustment functions, and LED flat lamps with colors, patterns, or decorations on a continuous light-emitting surface.
　　
Related to LED products, listed in my country’s energy efficiency labeling implementation product catalog are:
　　
GB 30255-2019 “Energy Efficiency Limits and Energy Efficiency Levels of LED Products for Interior Lighting” mainly stipulates the energy efficiency levels, energy efficiency limits and test methods of LED downlights, directional integrated LED lamps, and non-directional self-ballasting LED lamps for interior lighting., does not include indoor lighting LED products with energy-consuming non-lighting additional functions or dimming/color adjustment functions.
　　
1. LED downlights with LEDs as the light source, power supply voltage does not exceed AC250V, frequency 50Hz, rated power of 2W and above, and beam angle of 60°, excluding LED downlights using integrated LED lights;
　　
LED downlights, on the premise that the types of LED modules are the same, the structural principles of the control devices are the same, the materials of the light-transmitting cover are the same, and the size of the light outlet surface are the same, the products are divided into filing units based on rated power and rated correlated color temperature (see Table 1);

Non-directional self-ballasted LED lamps, under the premise that the type of LED modules is the same, the structural principle of the control device is the same, the material of the light-transmitting cover is the same, the lamp head model is the same, and the appearance of the product is similar, the product is divided into filing units based on the light distribution type and rated correlated color temperature (see Table 3).

　　
Note: Products with the same filing unit fill in a filing form and submit the test report for the minimum power, lowest color temperature and lowest transmittance. Products with other specifications and models may no longer submit the test report.
　　
GB 37478-2019 “Energy Efficiency Limits and Energy Efficiency Levels for LED Luminaires for Road and Tunnel Lighting” mainly stipulates the energy efficiency limits, energy efficiency levels and test methods for LED lamps for road and tunnel lighting. It is applicable to LED lamps for road and tunnel lighting with a rated voltage of AC220 V and a frequency of 50Hz, including LED light sources and their control devices, excluding independently installable interconnected control components or other functional accessories unrelated to lighting.
　　
For LED street lights, producers or importers should file one by one according to product specifications and models. The product uses the same, the type of LED module is the same, the structural principle of the control device is the same, the material of the light-transmitting cover is the same, and the product appearance is similar. The products are divided into filing units by rated power and rated correlated color temperature (see the table below). Products with the same filing unit fill in a filing form and submit it; for the test report of the maximum power and lowest color temperature specification model, the test report may no longer be submitted for other specifications and models.
