In early 2023, Singapore issued an official notice NEA-LSD-CIRCULAR-ECA-00002-2023. NEA has revised the Energy Conservation (Regulated Goods and Registered Suppliers) Ordinance and the Energy Conservation (Regulated Goods) Ordinance in accordance with the Energy Conservation Act (ECA), updating the Tick rating requirements, energy efficiency label MELS and minimum energy efficiency standard MEPS.

Starting from January 1, 2024, the current test standards for refrigerators, televisions, LED bulbs, and CFLi will be replaced by the following applicable new standards, as shown in the table below. After the effective date, new registrations and renewal registrations of controlled goods involved should be tested in accordance with the revised testing standards.

Starting from April 1, 2024, the product categories and specific energy efficiency requirements that will be subject to mandatory regulation by Singapore NEA are as follows:

Mobile air conditioners are included in the Minimum Energy Efficiency Standards (MEPS) and the Mandatory Energy Efficiency Labelling Scheme (MELS).

Starting from April 1, 2024, all mobile air conditioners (PACs) sold in Singapore must meet the following new requirements:

Starting from April 1, 2024, MEPS and MELS requirements will cover all T8 and T5 lamps for general lighting (including linear LED lamps that need to be re-routed or bypassed existing ballasts for installation into line fluorescent lamps).

TVs begin to implement MEPS and new standby power requirements

Starting from April 1, 2024, all TVs with resolutions below 33,177,600 pixels (i.e. non-8K TVs) sold in Singapore must meet the new MEPS requirements as follows:

Singapore NEA MELS MEPS

 The National Environment Agency of Singapore is a statutory body under the Ministry of Sustainable Development and Environment of Singapore. It is a government agency responsible for maintaining and improving environmental sanitation, combating pollution, maintaining public health, providing meteorological information and energy conservation certification.

Any importer and manufacturer interested in supplying any controlled goods in Singapore must apply to NEA to become a registered supplier on or after the effective date of these goods. Registered suppliers must also register regulated goods before supplying the goods.
