Act 7971 Technical requirements for IPv6 protocol compliance assessment:

The Brazilian National Telecommunication Institute (ANATEL) issued Bill 7971 in July, which sets out technical requirements for the IPv6 protocol in telecommunications equipment.

The bill will take effect from the date of its publication on Anatel’s electronic services bulletin (July 6, 2023), and its annexes will be applied sinceJanuary 8, 2024Mandatory enforcement.

Among them, Act 7971 clearly stipulates the technical requirements to be met by equipment with WWAN modules and specific interfaces: such as xDSL interfaces, xPON interfaces, or DOCSIS.

The main requirements are as follows:

• Products that use only 3G technology must meet ETSI TS 102 514 and RFC 8200 technical requirements;
• Products requiring 3G and 4G technology must meet the technical requirements of 3GPP TS 36.523-1, ETSI TS 102 514, and RFC 8200;
• Products that only use 2G technology do not need to meet IPv6 technical requirements;
• Devices requiring xDSL interfaces, xPON interfaces, or DOCSIS interfaces must meet the technical requirements of RFC7084: 2013;
• For equipment using a certified WWAN module, if its IPv6 protocol is fully implemented in the WWAN module, then the whole machine will comply with IPv6 requirements as long as IPv6 protocol verification or RFC8200 testing is performed, and a declaration letter from the WWAN module manufacturer that the IPv6 protocol has been fully implemented in the module is provided; if the IPv6 protocol is fully or partially implemented in the complete product (software or firmware), the complete machine will need to undergo all IPv6 tests.

Act 9281 Compliance Assessment for Smart TV Boxes Technical Requirements:

ANATEL, Brazil, issued Bill No. 9281 (July 5, 2023) on July 13, which is a new technical requirement to evaluate the compliance of smart TV boxes. This bill will take effect on the date of promulgation and will be implemented onMandatory from September 11, 2023.

The aim is to curb the proliferation of equipment designed to pirate audio-visual works, which endanger the security of users and telecommunications networks.

The new assessment method includes the following checks:

• Any software or application installed by default in the list of non-standard devices or software published or approved by Anatel exists on the product;
• Any software, application, function or description in the product that indicates infringement of copyright in audio-visual content;

• If the device provides facilities to change its operating system characteristics (root mode), or allows the installation of unverified third-party applications in official stores, making it easier for ordinary users to install pirated applications;

• Whether there is information or instructions on the use, updates or installation of software or applications that illegally obtain audio-visual content in product manuals or any other documents related to the device on the website of the manufacturer or its national representative.
