On May 1, 2023, Japan’s Ministry of Economy, Trade and Industry (METI) revised Appendix 12 of the Electricity Security Law and released the latest version of standard J62368-1(2023). This standard is based on the third edition of IEC 62368-1(2018), incorporating differences from Japan.
IEC 62368-1(2018) Third Edition CB Report Certificate can already be used to apply for PSE certification.
The old version of standard J62368-1(2020) cannot be used after it expires on April 30, 2026. Before that, J62368-1(2023) or J62368-1(2020) can be selected according to the corresponding version of CB. The existing diamond-shaped PSE J62368-1(2020) certificate remains valid for 5 years, is not subject to the date limit of 2026-04-30, and can be used up to the validity period on the certificate.
Note: For the round PSE symbol, S mark needs to complete the upgrade from J62368-1(2020) to J62368 -1(2023) before April 30, 2026.

Diamond PSE certification process:
1. Received diamond PSE certificate
–A third-party agency recognized by METI issues a diamond PSE certificate after inspecting the safety CB report certificate, EMC CB report certificate or samples submitted by the applicant and factory compliance.
2. Submit to local Japanese importers
–After the factory obtains the certificate, it must submit a copy of the certificate and the factory’s independent inspection records to the local Japanese importer.
3. Sales in Japan after filing
–Products can be sold in Japan only after local Japanese importers file with METI.
What is Japan PSE certification?
PSE is the Japanese government’s mandatory safety certification for electronic products. According to the requirements of the Electrical Appliances Safety Law of the Ministry of Economy, Trade and Industry (METI), general electrical equipment, portable generators with a rated voltage of 30V-300V, and individual cells whose volumetric energy density reaches a certain value or above, and whose non-specific use is required to obtain PSE certification before being exported to Japan for sale.
PSE is divided into round PSE marks and diamond PSE marks. Obtaining the diamond-shaped PSE mark requires a third-party certification body recognized by METI to evaluate the product in many aspects, including safety, electromagnetic compatibility (EMC), factory inspection, etc. Products cannot enter the Japanese market until they have obtained the PSE mark.
