Theme: Guidance on the implementation plan for parallel testing of products covered in the 2021 Electronic Information Technology Compulsory Registration Directive As a six-month mobile phone product pilot project, the parallel testing guide will be released on December 19, 2022. Since then, due to the small inflow of applications, the pilot project has been further expanded and two product categories have been added:(a)Wireless headphones and headphones;(b) notebooks/notebooks/tablets.

At the request of the majority of licensees and relevant persons, and with the consent of the regulatory body, it is now decided to convert the parallel testing plan to a permanent plan.

This notice is hereby issued on converting the pilot project into a permanent plan. For all products in the Electronic and Information Technology Product Category (Mandatory Registration Order 2021), manufacturers can generate test requests under parallel testing,It will come into effect as of the date of promulgation of this notice.

1. This parallel test plan guides electronic products covered in the compulsory certification product plan, and is a voluntary plan. Manufacturers can still apply for registration in accordance with the previously existing application process plan.

2. Parallel testing of all parts and components must be carried out in a laboratory recognized by the BIS Bureau. In this plan, the laboratory will test the first component and issue a test report. The test report number and test laboratory will be noted in the test report of the second component, and so on until the test report of the final product.

3 Project approval and certification of parts and components will be completed one after another by the BIS Bureau

4. At the time of submission of samples to the laboratory and submission of applications to the BIS Bureau for registration, the manufacturer shall provide documentation declaring that the following requirements are met:

(1)The manufacturer will bear all risks (including cost) of this parallel test scheme. For example, if any application item is subsequently rejected due to failed sample testing or incomplete report. The BIS Bureau has the final decision.

(2)Manufacturers should not supply/sell/produce products on the market until the product has obtained a valid registration (BIS number).

(3)Manufacturers should apply for parts changes immediately after obtaining valid registration of the product. (Report a valid BIS number in the next report)

(4)If the parts are included in the mandatory registration product list, the manufacturer shall be responsible for each relevant part involving the BIS registration number.

(5)The responsibility for linking applications with previously submitted applications in the chain lies with the manufacturer

Mobile phone manufacturers need batteries, batteries, and adapters. All these parts and components are within the scope of products controlled by the compulsory certification list, so they can be submitted to a laboratory recognized by the BIS Bureau for parallel testing.

(1) BIS-recognized laboratories can start testing batteries without the BIS number of the battery. The laboratory should enter the laboratory name and test report number into the final battery official report to replace the BIS number of the battery cell

(2)Similarly, the laboratory can start testing complete mobile phones without the BIS numbers of batteries, batteries, and adapters. The laboratory should enter the report number of these parts and components and the laboratory name into the official report of the complete mobile phone.

(3)The laboratory should evaluate the test report of the battery cell and issue a test report of the battery. Similarly, the laboratory should evaluate the test reports of the battery and adapter and issue a test report for the complete mobile phone.

(4)Manufacturers can submit items of parts to the BIS Bureau after parallel testing to obtain product registration certification for parts.

(5)However, the BIS Bureau should follow the order of approval of certificates. For example, the approval of complete mobile phones can only be approved after all the parts involved have been successfully registered.
