FCC regulatory changes update
　　
Recently, the U.S. FCC passed FCC 22-84 on preventing national security threats to the communications supply chain through equipment authorization programs. Relevant regulations have been published in the Federal Register and take effect immediately. Starting from February 6, 2023, each licensee applying for an FCC ID will require U.S. agent information, and will continue to prohibit equipment authorization covering telecommunications equipment and video surveillance equipment produced by companies included in the list of entities regularly updated by the committee.

When will FCC certification be enforced?
　　
Applicants who have not issued certificates before February 6, 2023 need to supplement U.S. agency information. Applicants who have issued certificates on February 6 do not need to supplement U.S. agency information.
　　
Q: Which manufacturers are affected by the new FCC regulations?
　　
In addition to companies on the covered list, all related companies (such as companies that are transferred from the covered list, or subsidiaries) are also affected.

Q: What are the different requirements for FCC ID certification in the new regulations?
　　
This new requirement requires applicants to provide 2 new certificates:
　　
1. Require the applicant to prove that the certified equipment is not on the covered equipment list and that the applicant is not on the covered applicant list. This certificate includes 2 declaration letters: 1.1 Attestation Statements Part 2.911(d)(5)(i) Filing, 1.2 Attestation Statements Part 2.911(d)(5)(ii) Filing.
　　
2. Appoint a U.S. agent to provide subpoena services. Under KDB and Section 2.911(d)(7), applicants must designate a contact person located in the United States to serve legal documents as their agent, whether the applicant is a domestic entity or a foreign entity. Applicants located in the United States may designate themselves as their agent for the service of legal documents. The new FCC role is similar to the Canadian representative role for ISED Canada equipment certification requirements.
　　
Q: The first certificate required to be signed by the customer Attestation Statements Part 2.911(d)(5)(i)-(ii) Does the declaration letter require an update date only when the list listed in Section 1.50002 changes? The content and date of this declaration letter follow the application date. Each equipment authorization needs to be signed and dated separately, so it needs to be re-signed every time you apply.
