GB 21520-2023 “Energy Efficiency Limits and Energy Efficiency Ratings for Displays”(hereinafter referred to as the “New Standard”) was released on May 23, 2023 and will be implemented and replaced GB 21520-2015 (hereinafter referred to as the “Old Standard”) on June 1, 2024. China Quality Certification Center (abbreviated as CQC) revised the certification rule CQC31 -452629-2016 “Computer Display Energy Conservation Certification Rules” involving this standard, involving subclass number 701008.

The relevant requirements for the revision and implementation of the rules are hereby notified as follows:

1. CQC31 -452629-2023 “Display Energy Saving Certification Rules” replaces CQC31 -452629-2016 “Computer Display Energy Saving Certification Rules”, with the main changes as follows:

1. The product name and scope of application have been revised, and the product name has changed the computer monitor to a display; an organic light emitting diode (OLED) display and a light emitting diode (LED) integrated display terminal have been added to the display method;

2. Revised the principles for dividing certification units;

3. 4.2.1 Certification is based on standards, and GB 21520-2023 replaces GB 21520-2015;

4. Revised the display key components list information.

2. Implement the new standard requirements:

1. From the date of issuance of this notice to May 31, 2024, enterprises may voluntarily choose to implement certification in accordance with the new version of the standard or the old version of the standard. Starting from June 1, 2024, the new version of the standard should be adopted to implement certification and the new version of the standard certification certificate should be issued, and the old version of the standard certification certificate will no longer be issued.

2.  For products that have been certified according to the old version of the standard, the holder of the old version of the standard certification certificate shall promptly submit an application to our institution to convert the new version of the standard certification certificate, and complete the product confirmation and certificate renewal work according to the new version of the standard after the implementation date of the standard and before the end of the first follow-up inspection (“Main Differences and Test Requirements for Display Energy Saving Certification Standards”, please see the attachment), the conversion of all old version standard certification certificates should be completed by May 31, 2025 at the latest; if it is not completed within the time limit, our center will suspend the old version standard certification certificate; if the conversion of certification certificates has not yet been completed on August 31, 2025, our center will revoke the old version standard certification certificate.

3. For certified products that have been shipped, put on the market and are no longer produced before June 1, 2024, no certificate conversion is required.

4. Each relevant designated laboratory shall report to the CQC institution as soon as possible the testing capabilities of the new version of the standard, and shall promptly file the qualification certification and recognition of the new version of the standard laboratory.

Immediately after the issuance of this notice, CQC will begin to accept applications for new standard certification of GB 21520-2023 “Energy Efficiency Limits and Energy Efficiency Levels for Displays”.
